First Observation On 10/4/26 at approximately 1:00AM I (Officer Norton) was traveling East bound on West Gaines St. As I approaching the square I overserved a pickup truck traveling the wrong way on a oneway street. As I got closer to the vehicle, I activated my emergency lights and preformed a traffic stop on the vehicle.
Observation After Stop: I exited my patrol car and made contact with the driver, I observed a Hispanic
male in the driver seat and a Hispanic female in the passenger seat. I asked the driver (later identified has
Enrique Jeronimo) for his driver’s license and insurance, as he leaned over to get his insurance out of his glove box, I observed a Budweiser can in the cup holder. I then asked the driver if he had anything to drink and he stated two or three and I could also smell the odor of intoxicant on his breath. Officer T. Carter arrived on scene with her PBT (Preliminary Breath Test), I then asked the driver if he would blow into the PBT and he stated he would, after he did so the first PBT reading was .095. I asked the driver to exit the vehicle, once he got out, I asked if he would do Standardized Field Sobriety Test (SFST) to which he stated “maybe” two times I asked him one more time and advised him it was up to him if he wanted to take the test and he stated no other side assisted her into the backseat. Myself and Officer Carter then transported both subjects to the Jail.

Arrest: I placed the Mr. Jeronimo into custody, that is when the female (Olga Moreno Guillen) began to
act hysterical. I asked Mr. Jeronimo if he had anyone that could come pick him and Ms. Guillen up from
the Police Department and he advised his daughter can. I then moved his truck to the side of the road to
clear the roadway. I then asked Ms. Guillen to exit the vehicle to which she did not and continued to act
hysterical, I was finally able to get her out of the truck and that is when I could smell the odor of
intoxicant on her as well, I was going to have Officer Carter bring her to the Police Department with us to
wait on their ride but Ms. Guillen continued to be loud and hysterical, I decided to then place Ms. Guillen into custody and transport to the Jail. While trying to put her into the backseat of Officer Carters Patrol unit Ms Guillen began to resist and did not willingly get into the car, I then went to the other side assisted her into the backseat. I had Mr. Jeronimo blow into the PBT one more time and the second reading was .10 Myself and Officer
Carter then transported both subjects to the Jail. While at the Jail I read Mr. Jeronimo his Arkansas Statement of rights I gave him a Spanish version of it so he could read along and I made him sign both the English and Spanish ones. I then asked him if he wanted to blow into the BAC (Blood alcohol content) machine and do SFST and he stayed he did not.
