On July 10, 2023 at 1155 hours I, Deputy Faulkner responded to (redacted) Ouachita 51 in reference to a domestic assault. Upon arrival I met with Patricia Kersey on her front porch. Kersey stated her son had shoved her last night and today causing her to fall down. I asked her about what time it had occurred, she told me about 1030 hours this morning. At this time Charles Beale (Kerseys son) stepped out of the residence and asked his mother if she was okay lightly touching her on her arm.
I advised Beale to place his hands behind his back as he was under arrest. I grabbed Beale by his right arm and he began to turn toward me. Beale kept asking why he was being arrested. I ordered him to place his hands behind his back and pushed him against boxes located behind Kersey in order to gain leverage on him. He began holding his left arm toward the front of his body in an attempt to keep from being placed in handcuffs. I advised him if he did not put his hands behind his back I was going to hurt him and take him to the ground. He continued to hold his arms in front of him resisting me pulling them back. I had to move Beale to a another stack of objects which where covered with a blanket. There I was able to get additional leverage. SRO Emon Gilchrist was patrolling with me and had to grab Beales other arm and help me place it behind his back while I was placing cuffs on him. I was able to put Beale into custody without injury. He was then secured in my unit while I gathered additional information.
Kersey stated this morning at approximately 1030 hours Beale ran out the front door and turned on the water spigot. Kersey came out and told Beale to turn off the water. She said he came up on the porch and shoved her on to the railing of the front porch. She then went inside, He came inside and muttered something about killing and then shoved Kersey with his left hand. She fell down on the arm of her couch and then fell off of the arm of the couch on to the ground. She said she then went outside in order to call law enforcement as she was afraid. Kersey told me Beale was (Redacted) and (redacted) and did not take his medicine regularly.
I asked Kersey if she had any injuries she said she did not know. I requested SRO Gilchrist to see if Kersey had any injuries. SRO Gilchrist said Kersey had a red mark on her left shoulder. Kersey also told me to her hip was sore.
Beale was charged with Domestic Battering 2nd Degree and Refusal to Submit to Arrest. Beale was transported to the Ouachita County Detention Center where he was booked. Detention Center staff requested me to get Beale medically cleared. Beale was taken to Ouachita County Medical Center where he received treatment for his (redacted) which he was not taking his medicine for (according to Kersey). After treatment he was medically
cleared by Dr. Daniels and transported to the Ouachita County Detention Center where he is being held for first appearance.
