MPD Officer Carter BWC 09-19-2024 Searching For Fleeing Suspect In Wooded Area On Bowser Rd

On 09/19/2024, at approximately 8:52 PM, I, Officer Middlebrooks, was performing routine patrol traveling south on Highway 425 when I observed a silver Chevrolet and a white Toyota Tundra pickup truck passing multiple vehicles at high speed. I activated my front-facing radar, which confirmed the vehicles were speeding. The radar recorded the faster vehicle traveling at 75 MPH and the slower vehicle at 57 MPH. I turned around to pursue the silver Chevrolet, while Officer Carter attempted to stop the white Tundra, which eventually came to a stop in a field behind address redacted Bowser Rd. Due to traffic congestion, I fell behind but arrived at the location shortly after both vehicles had stopped. The silver Chevrolet was parked in the front yard of a residence. Officer Carter reported over the radio that he had two individuals at gunpoint in the field behind the house. Sgt. Norton and I proceeded to the field to assist Officer Carter. Once in the field, we encountered two females, later identified as Caci Wilkerson and Carly Marlar. Officer Carter repeatedly instructed them to return to the house, but they refused. At this point, both individuals were detained. While placing Ms. Wilkerson in handcuffs, I detected the odor of intoxicants coming from her breath, and she exhibited bloodshot, watery eyes. After everyone was detained, Ms. Wilkerson admitted to driving the silver Chevrolet. I asked her if she would submit to a Preliminary Breath Test (PBT), which she refused. Ms. Wilkerson also confirmed that she had been driving the truck. Ms.Wilkerson admitted that she was coming from La Terraza and they had been drinking while there. I went to La Terraza to confirm that she was there, video footage was found of her there. A copy of the video footage is pending. Officers were provided a copy of the receipt from there table which included multiple alcoholic drinks (32oz Bud Light Draft, Sm Margarita X3). Ms.Wilkerson was then detained and transported to the Monticello Police Department. Upon arrival, she was read the Arkansas Statement of Rights and provided a copy for her review. She refused to participate in field sobriety tests and declined to submit to a Breath Alcohol Concentration (BAC) test. While walking outside Ms.Wilkerson fell, and was struggling to stand straight. Ms. Wilkerson was charged with the following offenses: – Speeding (1-15 MPH over the limit) – Driving While Intoxicated (DWI) – Refusal to Submit to Chemical Testing
