

The Union Parish Sheriff’s Office has arrested an Arkansas woman on multiple felony charges following an investigation into the sexual and physical abuse of a juvenile in Union Parish.
In November 2025, Union Parish Sheriff’s Office received a complaint alleging sexual abuse and physical abuse involving a minor child. UPSO Criminal Investigations Division (CID) investigators immediately initiated an investigation. The investigation revealed that the juvenile was subjected to sexual acts and physical abuse that resulted in both physical injury and emotional trauma. Based on these findings, an arrest warrant was obtained through for the suspect, Jessica Mondragon Perez Vargas, 30, of Portland, AR.
After the warrant was issued, investigators developed information that Vargas was in Arkansas. CID Investigators traveled to Chicot County and Ashley County, Arkansas, where both county sheriff’s offices aided UPSO investigators in tracking Vargas. She was taken into custody without incident, waived extradition, and was extradited back to Union Parish.

Vargas was booked into the Union Parish Detention Center for the following charges:
First Degree Rape
Oral Sexual Battery
Second Degree Cruelty to a Juvenile
Aggravated Crimes Against Nature
Her bond was by a Third District judge set at $1,700,000.00.
