On April 11, 2026, I was dispatched to the Humphrey City Park (E Grand Ave/S Main St) for a possible intoxicated male that was supposedly causing a ruckus, urinating in plain view, and drinking on the park bench. Wearing blue jeans and no shirt.The call came from a city employee, LUCAS HANSON (redacted), and he was there with the suspect when I arrived. I approached the suspect and could tell immediately that the suspect was drunk. His movements were sloppy, unable to keep his balance. I asked the suspect his name and he slurred out a bucket of words and would get close enough to my face that I could smell the odor of intoxicants on his breath. Eventually I was able to get the suspects name, BRANDON COMBS (redacted). Mr COMBS was drinking a Milwaukee’s Best Ice when I arrived and I could see another opened can sitting on the bench. Mr COMBS was intoxicated to the point that I’m not sure if he knew what all was going on in the moment. He even asked me to buy him another beer.
Mr. HANSON stated that Mr COMBS had been urinating in public between the bench and the tree at the park. Also stated that Mr COMBS said something about killing someone. I then informed Mr COMBS that he was under arrest and while attempting to handcuff COMBS he would pull and turn away from me. I eventually was able to take control of COMBS and escorted him to my patrol car placing him in the back passenger seat. I then transported COMBS to the Arkansas County Detention Center without further incident.
