AGFC Warden Faughn BWC 07-14-25 Assisting Stuttgart AR PD Sgt. Stewart With Irate Man At Post Office

On July 14th, 2025 at around 7:10 a.m. I was driving into the United States Post Office, located in Stuttgart, AR., when I noticed a black male subject, later known to be Charles Ray Sims, in the front entrance of the post office.

He appeared to be shouting at his phone and waiving his hands in an aggressive manner. I first believed that he was angry with someone on the phone, but then I watched him put his phone down by his side and start yelling at the wall. He appeared to be angry while he was shouting and pointing at the wall and windows of the front entrance.

As I pulled into a parking spot Mr. Sims then started yelling through the window and pointing at my vehicle. I noticed another vehicle drive through at that time. The driver of the vehicle looked into the front lobby and then proceeded to leave the post office. Mr. Sims began to present both his middle fingers at my direction, shouting, and making a motion for me to come inside the building.

I then used my radio to notify the Stuttgart Police Dept. that a male subject appeared to be in distress and acting strange inside the front entrance of the post office. Sgt. Nicole Stewart, was the first to arrive on scene. We advised Mr. Sims of the issues and then enquired if he had any business to conduct at the post office along with his state of mind and well being. Mr. Sims would not comply with any questions. He cursed at us for being Police Officers and when attempts where made to help Mr. Sims with any post office business, he refused.

After offers to assist Mr. Sims with his business regarding the post office and after Mr. Sims continued attempts to start a confrontation with Police, he was asked to leave by the Post Master until opening business hours. Mr. Sims refused to leave and was subsequently arrested for Loitering and criminal trespass by the Stuttgart Police Dept
