Fordyce AR PD Sgt Jenkins BWC 03/25/26 Investigating Disturbance Of Racial Slurs At Delco Apartments

On March 25, 2026, at approximately 1830 hours, Sergeant Willie Jenkins was dispatched to (removed) W 3rd Street in reference to a disturbance. Upon arrival, Sgt. Jenkins made contact with residents of the apartment complex, who reported that a female subject, identified as Cassy Buck, was standing on a balcony yelling racial slurs and using profane language toward individuals outside.

The incident was reported to have occurred in the presence of other residents, including children. Sgt. Jenkins proceeded to Apartment 17 and knocked on the door. Contact was made with Mrs. Buck, who spoke through the closed door. Sgt. Jenkins requested that Mrs. Buck open the door to discuss the situation; however, she refused.

Mrs. Buck then called 911 to report the officer’s presence. Sgt. Jenkins informed Mrs. Buck that she was being charged with disorderly conduct due to the reported behavior involving racial language and profanity in front of residents and children. He again ordered her to open the door, but she continued to refuse compliance. Due to Mrs. Buck’s refusal to comply with lawful orders, Investigator Andrew Sission was contacted to obtain a warrant for her arrest.

On March 25, 2026, at approximately 2023 hours, Sergeant Willie Jenkins was dispatched to Delco Apartments in reference to a disturbance. Upon arrival, Sgt. Jenkins proceeded to Apartment 17 to make contact with Mrs. Cassy Buck. After knocking several times, Mrs. Buck eventually made contact with officers through the kitchen window. Sgt. Jenkins advised Mrs. Buck to exit the apartment to speak with him.

Mrs. Buck stated she would only come outside if officers had a warrant. Sgt. Jenkins then presented warrant number WR-26-00102 to Mrs. Buck. Upon being informed of the warrant, Mrs. Buck stated she needed time to gather belongings for her children and arrange for their care. Approximately 30 minutes later, Mrs. Buck exited the apartment with her two children.

All three were placed in the back of Sgt. Jenkins’ patrol vehicle while he attempted to contact the Department of Children and Family Services (DCFS). Sgt. Jenkins made contact with Mrs. Shanahan Coleman of DCFS. Mrs. Coleman was provided with all relevant information and agreed to meet at the police department to take custody of the children. While at the police department awaiting Mrs. Coleman’s arrival, Mrs. Buck began complaining of chest pains. Valor EMS was contacted to respond and evaluate her condition. EMS personnel and Mrs. Coleman arrived at approximately the same time.

Mrs. Buck was evaluated by EMS personnel, and Sgt. Jenkins was advised that she would need to be transported to the hospital for further evaluation. Mrs. Coleman took custody of the children at that time. At approximately 0200 hours on March 26, 2026, Mrs. Buck was discharged from the hospital and subsequently transported to the Dallas County Jail in reference to the outstanding warrant.
